Data Collection Plan For the New York Best Practice Model
Since 2012 – present(Every year)
As part of the updating of the New York Best Practice Model (NYBPM) developed by the New York Metropolitan Transportation Council (NYMTC), New York City Department of Transportation (NYC DOT) collects both screenline traffic volumes and screenline vehicle classification data. The NYBPM database consists of about 2,200 highway network link records and covers the ten New York counties that comprise the NYMTC area, and all interstate crossings between Connecticut, New York and New Jersey. Since 2012, ATI has been performing counts for NYBPM annually. During each program year, ATI installed over 600 Automatic Traffic Recorders (ATRs) for continuous 9 day period, and performed 119 Vehicle Classification Counts (VCC) for a continuous 24 hour video recording. Over the course of few years, ATI greatly improved video recording quality and today uses HD cameras for data collection.
The LaGuardia International Airport (LGA) Redevelopment Program
Summer of 2014
As part of LGA Redevelopment program, in the summer of 2014, ATI was employed by VHB to complete various data collection tasks on the public roadways within and in proximity to LGA. In the duration of one month, ATI performed ATR counts at 98 locations, utilized video cameras for 14 terminal frontage roads collecting Vehicle Classification counts, installed, monitored, and tabulated License Plate data recorded with video cameras installed at 22 locations, and carried out many other data collection tasks performed manually and with videos.
JFK International Airport Cell Phone Lot Data Collection
Performed December 2013.
Used LPR video cameras for continuous 48-hour recording of vehicles entering/exiting the lot.
Performed for PANYNJ (as sub-consultant to VHB).
JFK International Airport Terminal 4 Traffic Counts
Performed September 2013
Used HD video cameras to capture frontage observations and dwell time measurements of vehicle and passenger activities along arrivals and departure roadways.
Performed for PANYNJ (as sub-consultant to VHB).
Newark Airport Air Train Usage Study
Performed August 2013.
Conducted 7-day continuous 24-hour Air Train station passenger counts, station platform congestion observations, dwell time & headway observations, and 24-hour origin-and-destination survey.
Utilized 50 surveyors for 24 hours for a continuous 7-day period.
Performed for PANYNJ (as sub-consultant to VHB).
NYC Bus Terminal
Performed May 2013.
Used portable video units and manual surveys to record bus activity inside the terminal. Performed for VHB.
Citywide Pedestrian Counts
Performed June 2013.
Used portable video units and manual surveys to record pedestrian volumes at over 100 locations
throughout the 5 boroughs.
Performed for NYCDOT (as sub-consultant to URS Consultants).
LIE License Plate Survey
Performed June 2013.
Used license plate cameras to record vehicle license plates on the LIE/BQE interchange.
Performed for NYCDOT (as sub-consultant to SkyComp).
City of Newark Truck Activity
Performed June 2013.
Used portable video camera units to record truck activity at several truck routes in Newark.
Performed for the PA of NY&NJ (as sub-consultant to SkyComp).
Monthly Commuter Bicycle Counts
Performed June 2012 – February 2013.
Used portable video camera units to bicycle activity on bike paths at all crossings into Manhattan.
Performed for NYCDOT (as sub-consultant to STV).
Best Practice Model Data Collection
Performed October 2012.
ATR counts at 371 locations.
Portable video units and manual surveys used to obtain 24-hour classification at 119 locations

Sheridan Expressway, Bronx Truck Survey

Deployed portable license plate cameras at 77 locations to obtain truck license plates during a 24-hour period.
